Richard Hoggett has a specialist knowledge in sustainable energy, policy, and governance, having worked within the sector for over 25 years delivering projects on the ground and for the last 11 years within academia as a researcher and project manager. This gives him a unique perspective of the realities of how energy policy influences the way in which projects are developed and delivered, as well as how policy itself is developed and implemented.

Before joining the Flex-Cool-Store project, Richard supported the knowledge management and dissemination of the EnergyREV consortium working on smart local energy systems, based at the Welsh School of Architecture at Cardiff University. Prior to that he worked for over 10 years at Exeter University, including eight years as a Research Manager for the Energy Policy Group on the IGov project - Innovation and Governance for Future Energy Systems, as well as two years on low carbon heat. He has extensive knowledge on energy policy and governance, including energy use in buildings; energy system decarbonisation; electrification and system flexibility; energy system pathways; heat decarbonisation; smart local energy systems; and the role of people within energy.

Prior to joining academia, he worked for a range of different organisations to deliver energy projects in the UK. The early part of his career focused on the delivery of renewable energy and energy efficiency projects with local authorities, communities, schools, and the public. He then worked at the Centre for Sustainable Energy for five years, delivering a national schools initiative and running several pilots for the government via the Energy Saving Trust to support local authorities and their partners to reduce carbon emissions. Richard then took on the management of Community Action for Energy, the government’s first attempt to engage and support communities on sustainable energy. He then worked for five years as an independent energy consultant carrying out research on a range of energy policy issues from energy master planning through to low carbon skills, working for think tanks, NGOs, regional and local government, and a number of energy companies.
